March 12, 2015: the Scott County Sheriff’s Office is investigating reports of construction fraud as it relates to applying gravel to driveways. There had been two reports from residents stating that four (4) to five (5) men approached them at their homes and offered to provide driveway repair services to them. In each case, the price was set and upon completion of the job, and increase in payment was demanded.
Deputies continued the investigation early this morning and were able to apprehend one (1) of the suspects as he was attempting to cash a victim’s check. In this instance, the homeowner was told that she owed $3,100.00 for the driveway work; however, upon interviewing the suspect, he stated that she should not have been charged more than $300.00, and admitted that the amount was too much.
Deputies arrested Percy Levi Collins (07-08-1988) of Metamora, Illinois, and charged him with Home Improvement Fraud and Theft.
